I made a quick stab at trying to fix this by adding this to the
info.plist for the quark file entry:

<!-- hjh -->
			<key>CFBundleTypeOSTypes</key>
			<array>
				<string>TEXT</string>
				<string>sEXT</string>
				<string>ttro</string>
			</array>
			<key>CFBundleTypeMIMETypes</key>
			<array>
				<string>text/plain</string>
			</array>
<!-- hjh -->

But it didn't make a difference, even after rebuilding. Still writes
as rtf.

So I don't know how to fix it. The bug report is still open.
