[Sc-devel] SC symposium dev meetings: *Outcomes*

Hi -

We made some notes from memory about what was done/agreed at the dev
sessions during the symposium:

Some pretty big stuff in there - like the plan for releasing SC 3.1, 3.2, ...

Please note that if you commit changes to SVN which make a difference
to ordinary users, it'd be helpful to update the (new) changelog file,
build/ChangeLog.scd.
