SF.net's issue tracker includes a notification feature which can send
emails (yes, with links), so, for example, if everyone agreed to start
using the bugtracker all bugtracker activity could easily be forwarded
to sc-devel.

In various other projects I have found SF.net's bugtracker useful.
It's very basic but gets the job done. When I first started using SC I
assumed that the bug tracker was used (since it's already there!
http://sourceforge.net/tracker/?group_id=54622 ) and started posting
suggestions, which were of course ignored...

A 'formal' bugtracking system will only work if it is genuinely used,
i.e. if the people who actually DO (not just suggest!) the majority of
bugfixing / new features find it useful and are willing to buy into
that way of doing it. Otherwise they will tend to forget about its
existence within a matter of weeks and return to the easy way, i.e.
emailing; and the tracker will once again be a meaningless wilderness.
