I prefer a model similar to that used with XMLSchema.
In other words, don't standardize anything, but include an option to
declare which standards an endpoint conforms to. It would be also
convenient to support shorthand prefixes and default namespaces in the
same manner as XML.
This requires no change to OSC itself, only some extra meta-data at
the transport layer (e.g. in a MIME header).
