libOSC is used in a few of the CNMAT objects for MaxMSP, e.g.  
OpenSoundControl and OSC-route.  (see http://cnmat.berkeley.edu/downloads)

It may have grown slightly by accretion since then but I don't think  
it has fundamentally changed.  OpenSoundControl has been extended for  
better support of blobs, timetags and the T,F,N typetags, but that is  
all that I know of.


For new projects I would recommend one of the other OSC libraries.   
liblo and oscpack come to mind, though there are several others that  
are also high quality.  Or, write your own from scratch, its not that  
hard. :)

Also I don't think anyone at CNMAT really has time to support the  
libOSC code right now.
