[Media_api] building portmidi with mingw

John,
I don't have a mingw system set up for testing, and in fact, I
missed getting the mingw makefile and adding it to the release (thanks
for bringing it up again). There were some changes after the makefile
post, so you *could* go back to an earlier version, but I'd suggest you
try recompiling the latest sources with -DNEWBUFFER. If you can get it
working, maybe we can get updates into the distribution.
