[Media_api] WIN32 portmidi sysex optimizations +attachment

Hi,



While developing a complete mixing table software emulation solution last year,

I have encountered serious realtime performances issues when dealing with sysex in WIN32.



After more insights into the problems encountered,



I did find two quite tricky optimizations that simply 

made my project working with portmidi (no data loss anymore) !



The principles of these two optimizations are fully explained in the source 

of pmwinmm.c, (tarball containing diff file from latest 1.0.6 version attached).

PS:

My modifications are commented and begin with the 'FC' word

and wrapped into preprocess variables
